1940年3月，汪伪政府宣布成立。侵华日军在上海大肆搜捕抗日志士，汪伪组建由前国民党军官毕忠良担任处长的“特别行动处”为虎作伥。一直潜伏在毕忠良身边、代号“麻雀”的中共党员陈深，与组织暂时失去联系。
置身虎视狼顾的险境中，陈深信仰坚定，冒死营救上线“宰相”及抗日志士。毕忠良老奸巨猾，虽与救命恩人陈深“情同兄弟”，却对其产生怀疑，设重重陷阱步步紧逼。“宰相”牺牲后，陈深终于找到新上线“医生”并受命拿到日军代号为“归零”的重要作战计划。
陈深的昔日恋人徐碧城，与另一国军情报人员唐山海假扮夫妻潜伏进特别行动处，在多次行动中给陈深制造麻烦和危机。智计过人的陈深身处连环杀机之中，巧妙利用日本鬼子、汪伪分子等各派势力之间的微妙缝隙，同时也付出了巨大的代价，最终成功地获取了“归零”计划，挫败了日本侵略者的阴谋。
抗战期间，中共特工茅远征救下了孤儿常平安，自己却被军统特务曹若飞所杀。抗战胜利后，已经与王小玉结婚、但仍然一心复仇的常平安进入了军统保定站，并发现当初杀死与他情同父子的茅远征的人，正是自己曾经暗恋的傅云的丈夫、军统特务曹若飞。常平安为了报仇，没日没夜地跟踪曹若飞。与此同时，不谙世事的傅云被曹若飞所骗，说出常平安当年的一些经历。常平安虽然过了这道难关，但他的危机一直此起彼伏。最后，已经加入中国共产党的常平安被迫暴露了自己的身份，他背水一战，公开刺杀曹若飞，却失败了。曹若飞正式拘捕了常平安，并以王小玉为人质，逼迫他供出自己的同伴。在指认现场，曹若飞却被当场击毙——这一切，其实都是常平安之计。
